Preheat oven to 200°C. Sauté onion, carrots, and celery until softened. Brown the beef mince.
Stir in flour, then gradually add beef stock and tomato puree. Add herbs and seasoning. Simmer for 20 minutes.
Boil potatoes until tender, then mash with milk and butter. Season well.
Spoon mince into a dish, top with mashed potato, and sprinkle with cheese (optional).
Bake for 20-25 minutes, until golden brown and bubbling.
Notes
For a richer flavor, use red wine instead of some of the beef stock.
